Something like, yes you have free speech but it does not give you the right to yell "Fire" in a crowded theather. I believe it was determined that cemeteries do not fall under the umbrella of public property, so therefore they could not protest within the cemetary. I was trying to find that legislation and couldn't, but if I remember correctly, it's because the plot purchases represent personal property and holding stock in a corporation-esque structure.
