A friend of mine said he heard the drought in the US and flooding overseas is a result of the earth shifting 10 degrees. Have any of you heard this or something similar?

The Earth is constantly shifting. The poles are shifting, as well as the planet's magnetic fields. That is why compasses are not accurate.

The axial tilt has not varied by more than a single degree as far back as we have clocks. As a matter of fact the calendar circle at Stonehenge depends on the tilt staying the same, inside a certain very small range technically.

A more accurate description of what he is saying is, Earth rotates on an axis that is tilted, as we circle the sun our orientation stays the same which means half the year the northern hemisphere will be closer to the Sun and the other half of the year the southern hemisphere will be closer, that's where summer and winter come from.
