The police can call the firm whose number is traced on your behalf and press charges if necessary. I know some telemarketers are jerks; that's the way to deal with them. You can also pursue the DNC issue through the courts if you want, they get heavy fines and you get compensation. I've seen it happen at a few different centres. If it does happen let me know, I can probably dig up the law particular to your area (in addition to Federal). I'm happy to nip the little bastards in the bud.
