As a writer-editor type myself, I can understand how it happens. You get some phrase that you just love, and you use it with different audiences, never thinking that anyone will hear it more than once and realize it's a stock expression.

Noticed Obama doing this years ago. I think it started in a trip to Mexico so therefore Mexico get the title of first strongest and closest ally.
