I wasn't there so I'm just speculating here but the story said the brother hit them after turning... so it is possible that he didn't see them until it was too late. As for the two girls who thought that a road (even a lightly traveled one) was a great spot for sunbathing... that is a whole new level of stupidity.
However the local community is the one who is most clearly at fault here since they didn't put up one of those yellow caution signs with a black profile of sunbathing girls and a sign underneath: Caution. Vain, dumb twits NOT crossing.
