Judging from the comments, this appears to be a local issue, not federal, so I withdraw my OP. But aren't the tiny houses CUTE?!?

Well of course they are darn CUTE!!!

Reality is tho, that in many cases its just not financially feasible for anyone to build a teeny tiny house, no matter how cute, in many cities/counties..

Lets take Inland Empire in SoCal.. first ya gotta buy and pay for the lot.. especially now since banks wont touch new construction.. then ya gotta come up with $45,000 to $50,000ish to pay for the impact fees, school fees, kangaroo rat tax (yes, you heard that right, Riverside county charges a kangaroo rat tax who knew rats needed saving??), building permit and 2 pages of other fees, taxes and charges.. thats before you can even break ground.. In some cases the impact and all fees will cost more than the bloody lot cost!!!

I read about a couple wanting to build a $500,000 house and the city they owned their acreage in wanted to charge them $245,000 in impact fees.. They complained and the city cut it down to $127,000 but they decided to go to court.. the court decided the impact fee should be just under $10,000.. Impact and other fees are usually a fixed amount, it does not matter the size of house you build.. so who is gonna pay that kinda money (or fight in court for years to try to reduce it) to build a teeny tiny but darn cute house???

"What is the Stephens' Kangaroo Rat Preservation fee?
The Stephens' Kangaroo Rat is listed as a threatened, endangered species by the State of California and the California Department of Fish and Game. The Stephens' Kangaroo Rat Preservation fee is imposed to develop, prepare and implement a Habitat Conservation Plan provides protection for the species and guarantees its survival. Since the City is situated within the historic range of the Stephens' Kangaroo Rat, such fee is required to comply with the state and federal legislation per Riverside Municipal Code 16.40.040."
