This is little more than grandstanding that will result in a lot of smoke with very little fire. There are too many ways for internet pirates to cover their tracks to the point that the ISPs will have to do significant detective work to catch them. The ISPs do not want to be detectives. They just want to collect money and provide bandwidth. They are agreeing to this to appease Hollywood and the RIAA. Sure, they'll catch some of the low hanging fruit still using websites and peer to peer models to download from and make examples of them much like they did in the Napster era. I don't see this as being much more than a ripple.
