We've all seen those documentaries showing contractors from time to time.  A car with a minor problem, brought into several car repair places and 3 out of 4 of them overcharge by hundreds.  One showing locksmiths with ads in the paper charging enormous fees and intimidating the "homeowner" to pay hundreds of dollars where the charge should be about $100 if they were honest. 

Okay - some of these places are chain repair places.  I know these are done by reporters and not police - but shouldn't these people be charged with fraud and theft?  At times, grand theft?  They will show that they are re-educating their employees (what - to stop stealing?) and/or that certain employees were discharged after they were shocked at the videos they watched. 

Why not arrested?  Why aren't the employees held legally responsible for such behavior? 

For that matter - why haven't the board of directors for BP and Horizon been charged with negligent manslaughter (depraved indifference) to the people that were killed?   Criminally responsible for messing up the environment and causing the deaths of those people. 

Different scales of damage - screwing some customer by padding a bill and causing deaths of people by negligence - but all the same, they aren't held to the same legal standard.  If you stole a car from the dealership, you'd be charged with that.  If you brought your car to the dealership and they charge you for repairs you didn't need, they're sorry only when they got caught.

Tough one yeah, if somebody outright picked your pocket, for sure that would be be prosecuted in a court of law, I don't know why a businessperson would be exempt.

I am going to guess that it is because the contractors victims are unwilling to hire an attorney and go the whole distance. It costs moola and a lot of time. In addition, most people do not communicate their expectations well enough nor get a written contract.

Steal $100 from a bank and you get 20 years.

Steal $10,000 from a company and most likely you will never be prosecuted.  If you did get prosecuted your jail time would be less than 2 years.  Some companies would rather suffer that $10,000 loss than prosecute and have to report to their stockholders that they were too stupid to keep their own employess from stealing.

Most prosecutors are not interested in pursuing the kind of cases the OP mentions because there is a civil remedy readily available.  Yes, it costs money, but then again, it costs all taxpayers money if prosecutors are going to pursue such cases.  Home contractors, in most states, are required to post a bond (however inadequate), so there is at least some money available to pay a civil judgment.

Yanno, Jesus said I go to prepare a place for you, in my fathers house there are many mansions.....its why he aint returned to pick anybody up in over 2000 years....

All the contractors are in hell, and he cant get the jobs done.

The other half of the problem is that when a reputable contractor states that the bathroom repair you want will cost $2,000, too many people insist it's too much and hire someone who says they can do it for $500 when it's obvious that the materials alone cost almost a grand. So what do they expect to happen in such a situation where they're demanding the contractor loses money on the job? Of course, corners will get cut.

The Man turns down jobs regularly where they want it done right but don't want to pay for it to be done correctly. You get what you pay for.
