Six hundred million gamers could be war criminals, Red Cross says

THE Red Cross is investigating whether 600 million gamers are violating the Hague and Geneva conventions when they kill and blow stuff up for fun.

Delegates at the 31st International Conference of the Red Cross (ICRC) and Red Crescent raised the concerns over the potential “International Humanitarian Law” violations – which can constitute war crimes - during a workshop in Geneva.

“Exactly how video games influence individuals is a hotly debated topic, but for the first time, Movement partners discussed our role and responsibility to take action against violations of IHL in video games,” the Red Cross wrote in its daily bulletin.

“While National Societies shared their experiences and opinions, there is clearly no simple answer. There is, however, an overall consensus and motivation to take action.”

A spokesperson for ICRC Australia told news.com.au the workshop looked at how games “represented International Humanitarian Law”, which regulates the legal conduct of warfare.

"The aim for the ICRC is that they send the right signals to their hundreds of millions of players by rewarding respect for IHL and penalising violations," the spokesperson said.

The Red Cross said if it finds the conventions have been violated, they may ask game  developers to conform to international laws or encourage governments to create laws that regulate the gaming industry, Kotaku reported.

Maybe they could build a shock pad into your controller and give you a zap every time you do something that violates the Geneva Convetions. Yeah, that's the ticket!

(At least until they can put a chip in your head and just control your actions, that is.)

Dont know about killing them, but if you are into zombies, Colson Whitehead's Zone One is incredibly well written. (As are his reports from the World Series of Poker at grantland.com. They are the 21st century version of "Fear and Loathing in Las Vegas" without the drugs, but with all the social observation of HST.)

The poor Red Cross.  They're gonna have a really hard time getting taken seriously now.

FFS, I remember seeing Castle Wolfenstein on an Apple II about 30 years ago, in which you shoot down Nazis.  If it's okay to shoot Nazis, why not zombies?  Is this some kind of undead discrimination?  Or has it taken the Red Cross 30 years to discover video games?

I'd suggest you read The Serpent And The Rainbow by Wade Davis.
A zombie is technically a person who's been put into a coma and then revived with brain damage. Even if you're sticking to fiction, there's plenty of smart, talkative zombies in books by Lucuis Shephard and the like, and I'll take that over dumbed down retreads of Romero's rip off of Plague Of The Zombies anyday, frankly.

Um... Since Zombies are already dead, what's the problem? For that matter, since Zombies are known to eat human brains (alive) doesn't that constitute Crimes Against Humanity? And how would we deal with the malfactors? Give 'em life sentences? So confusing!

The ICRC’s adoption of the topic may be happening in response to a 2007 paper published by TRIAL, a Swiss organization also based in the international law hotspot of Geneva, to advocate for victims of international crimes (such as genocide) through the international legal system. The paper, “Playing By The Rules Project,” found that violent video games — even allegedly realistic ones — were sorely lacking in their realistic representations of the rules of armed conflicts as dictated by international humanitarian and human rights law.

For example, the group pointed to numerous cases of gamers being allowed to shoot at civilians or protected places (such as churches or mosques), or depicting interrogations using torture or other inhumane treatment. The paper further pointed to extrajudicial executions (that is, killing a bad guy without putting him to trial first).

“It would be highly appreciated” if games did reflect those rules, the group wrote. They believe the “strong creativity and innovation” of the medium could easily be adapted to account for international humanitarian law.

Kotaku noted that the ICRC doesn’t exactly cram international law down member countries’ throats, but it is typically effective by working quietly and behind-the-scenes to push policymakers for change.

One of the pictures in the link is from Resident Evil, which features hordes of zombies, among other things.

Edited to add: and referencing the thread title - if Firm believes that zombies are defenseless, he has not known enough zombies.
