How does one engage the chat feature when they want to do this with another person? I see some people's profiles have the "Invite to Chat" button on, so to speak, yet others don't. For them that don't, what does one do?

I've disabled the chat feature on my profile. What does one do? Not chat with me [:D] I guess that leaves you with C-mail or the forums as a way to communicate your interests.

My question is how does one enable their chat feature?

Go to "My Account" on the home screen -- if your box next to "Block All Chat Requests" isn't checked, then it's enabled. If it is checked, then uncheck it. =)

Yanno, I re-read your post and I feels kinda stoopeed now. Not that I'd have been able to answer your question, if I'd read it right. I don't even remember how I disabled chat invites to begin with :) Glad you had someone paying attention come along to help you!
