Wouldn't he have done so previous to this point ? Not so easy when you think about it.....if he even has them,there has to be some sort of control and command chain...only takes one cog in that wheel to decide he is batshit crazy and or is going to lose anyway...to decide not to be a part of such a crime against humanity.
