We have that too, it's called "care in the community" instead of institutions the people live in flats and have people attend to their needs and aid and allowances, the idea is that this way they still feel that they are part of the society and not isolated, works in a lot of cases but not all.

Here they still call it care in the community, and it means there are nutcases wandering about as they are not a danger to others they claim, had it the other day, some idiot in the park takes his walking stick, pokes it at one of my dogs (who didn't like being poked in the belly especially not a healing scar) and barked and the guy (obviously not all there, a few fries short of a happy meal) starts rambling on about the aggressive dog, I suggested kindly (well maybe not so kindly) that he stops poking and just lets us walk on instead of following us poking the dog, and the reply was "I have it taken off you, it's aggressive" which made me suggest where I would put the stick and he starts yelling his head off that I'm nasty to him because he's not living with .... (local charity for the mentally handycapped) anymore. Yeah, convinced me that it's a good idea, I mean not that I didn't have my suspicions, walking with 2 oversized Dobermans, you have to be a fucking nutcase to start poking a stick at a strange rather large dog you don't know. A lot of them around in pubs, most of them fairly harmless but not all that well adjusted and errr, they don't really make it a great atmosphere. Landlords can't kick them out without being discriminating and some are just not good mingling, they try to fit in and I understand the desire to be part of a group, but let's say it is not always easy to remember that the person doesn't mean to bother you or that the person doesn't realize that certain behaviour is inappropriate... There are a few who when they think they should talk to you will just keep on talking to you and you can't even politely excuse yourself after a few minutes.

I'm liveing half way between London and Birmingham. We are all still drinking our tea, occasionally watching supposedly intelligent people go on about the riots on tv and generally taking the piss our of britain and remembering that every so often in the UK there are short term violent outbursts that havent since 1614 gone on to anyhting else other than a bit of civil disorder.
Get real check out how other countries explode when people go to the streets and as usual in the UK we are generally a a mild bunch. This supposedly started because 1 person was shot by the police in most countries across the world 1 person being shot isn't even news worthy.
