I must admit I have seen and read about alot of things but one thing has stumped me:

Imp Fetish

Has anyone heard of this and what is it?

do you mean GIMP fetish? Never heard of an imp fetish and have no idea what that is but there is something called a gimp fetish.

It's a full body latex suit a person wears which reduces the person to an object.

Could that be what you mean?

To the OP's question, I have no idea, but my guess would be that it is a nicer way of referring to a bratty-sub sort of funishment dynamic.
