That sounds about right! 
Some politician here used to make loud noises about combating "organised crime' by supporting the cops and giving them extra powers. Until it was discreetly pointed out to him that the police were the biggest organised crime outfit in the State. In the 1980s, the head of the NSW Police Major Crime Squad, Roger Rogerson was popularly known as Mr Rent-A-Kill and widely believed to be a contract killer/drug dealer.
Personally I feel the poor cops are underpaid and am not opposed to them doing a little wheeling and dealing to top up their pension funds. It could be the most efficient way to keep the quality of drugs reasonably pure while the current silly laws remain operative.
