I did manage to talk the one woman to give me the one for $80 - but that is only because he was heartworm positive and the shelter recognized it would cost me $1500 to treat and he'd otherwise be put down. Some were higher (ie the purebred with papers that was owner relinquished) but the local ASPA sometimes runs a "sale" where if you donate goods they need like leashes, collars, food, bleach, you do not have to pay. There usually are senior rates though, from free to $100.
