I thought it was probably because coming to "say goodbye" on a forum is often a way of garnering further attention and or sympathy depending on the venue. So if someone hasn't been much active before but makes a special effort to be, in spite of the fact that they claim to be leaving. . .it comes across as a boo hoo sympathy attempt.
