Interesting idea. Piracy is not a new problem, although it has actually hit the mainstream media in the last few years. The problem is not restricted to Somalia, as you can see from the map here, the range of reports here and from the piracy reports mixed in with the daily casualty list. Pirates in different parts of the world operate differently: they range from fishermen armed with knives seizing an opportunity, through to well-funded terrorists with RPGs operating from motherships. The attacks with knives and hand-guns outnumber the attacks carried out with sophisticated weapons.

Most pirates can make considerably more money by holding seamen on a merchant ship or fishing boat hostage and waiting for the company to pay the ransom than they would ever make if you attempted to buy them out; and as several people have said, there are always more poor people who are willing to take the risk.

Coastal waters = Somalian jurisdiction.
International waters = Maritime law

A mate who has been in the merchant marine for 30 years was telling me about some of the trips in that region he has taken and says he has never seen this issue arise.

But he has had issues in the Pacific and in Asian waters a few times and he told me it really depends on what you are carrying because the long time pirates seem to hold ships manifests and their targets are very well chosen.

6 encounters between 1987 and 1995 and only one boarding which was repelled by the crew and some handy flare guns.

The other 5 attempts allegedly foiled by bathtub napalm hosed onto the pirates and their boarding vessels from a makeshift water canon converted to spew death from above.

Considering they have also come across a few raided private vessels where the entire crew were missing and left drifting chock full of blood and bullet holes id say their strategy is sound and somewhat justified.

That and their employers do not allow firearms on board but seem to have omitted other weapons.

I'm not so much concerned with the priates themselves as the backers who put up the money to outfit the ship.  Once they lose ships, you'll see piracy drop off.  There's an unlimited supply of inexpensive men willing to be pirates, but the money to buy and outfit ships is limited.



No, it isnt limited. They have the full resources of the Muslim terrorist network behind them.

In fact, they don't. There've been squabbles between pirate backers and local Jihadists who've wanted to move into the trade because of the revenue it brings in. You seem to be mistaken about which way the money's flowing, where it's showing any connection with Cobra the Muslim terrorist network in the first place.
