The agreement then needed to be ratified by each nation's legislative or parliamentary branch.

Before the negotiations were finalized, Bill Clinton came into office in the U.S. and Kim Campbell in Canada, and before the agreement became law, Jean Chrétien had taken office in Canada.

The law TOOK EFFECT : 1 Jan 1994, but was finalized prior to his taking office, so try again poopeye.

Moon doesn't grasp the difference between the Ceremonial Signing and the actuall signing of the Finalized treaty, which was renegotiated by Clinton (in order to get the Democrats (in the Democrat controlled House and Senate) to approve it.

Lucky, in addition to that the Brits and Canadians somehow think they're "experts" on American politics yet they make constant mistakes!

The answer to your question, popeye1250, seems to be C.) George Herbert Walker Bush (George W. Bush's father). NAFTA was signed in to law Dec 17, 1992. Just go down to the 'Negotiation and Ratification' section and look at the picture. Mr. Clinton (according to the same source) signed the finalized parts of the argreement in to law, as George H. W. Bush had just left office.

Just curious, popeye1250, what exactly does NAFTA, have to do with the current, economic issue(s) in America today? Since if conservatives hate NAFTA so much; why is it in 2005, NAFTA was renewed under a Republican controlled Contress and President? In fact, the idea was to combined it with CAFTA. Go to the link, and look at the picture. Now who is that in the grew suit in the foreground?

If conservatives were so against NAFTA, why was CAFTA a non-issue in 2005, when we made the countries from Canada on down to Peru, part of the trade alliance?

So were most Leftists.
Republican and Democrats both supported NAFTA.

The Idea that because it was ceremonially signed means it had taken effect is nonsense.

The Kyoto treaty is a perfect example of that. Clinton signed it. And the Senate rejected it.

Actually, Al Gore signed the Kyoto treaty, not Clinton. If memory serves, that was a big part of the chimp's justification for completely ignoring it.
