A town in my area is considering the issue.    Any thoughts on what works?

If the property is blighted because the owner can't afford to fix it, how will levering a fine help? If they can't find a renter, how are they supposed to fix it? Besides offer it to the fire department for a burn?

There are grants out there.  Work with the city council where they live.  We have some people who live down the hill from us.  When we moved in 4 years ago their detached garage was falling down.  To the point you could probably have leaned on it and it would fall.  The city council went to them.  They refused help.
Since then..lightning struck one of their trees which toppled over onto the road.  The city said clean it up, they refused so the city and the citizens cleaned it up. 
That garage today..one side is totally on the ground while the other side is falling.  Still are refusing help.

Anyway if a person wants help there is help out there.  It takes a little research but it can be had.

much of the questionables are bank owned or out of area owners.

I bought a bank owned house once and I demanded the bank fix it before I took over ownership.  They actually put about 12 grand into it.  I don't know if I could get them to fix anything in today's day and age. 

Is it the actual structures or the yards?  If the yards the neighbors could get a group together and clean it all up.

You would have to read the link- they envision a host of fines.
