Greetings all....
I know there is makeup that simulates tattoos for stage and movies that only comes off with things like alcohol, not soap and water. I didn't find exactly what I was looking for but I did find this:

You need to search on temporary tattoos and make-up to find what you are looking for. There are also web pages that give hints on how to make temporary tattoos look real or aged.
