This isn't true. Fair use is restricted to published academic works, literary criticism, single use language learning and/or unless someone has assigned rights under a Creative Commons type of licence. This is what constitutes 'fair use'. You can read up on Creative Commons and how it differs from existing copyright here.
You cannot take someone else's words and use them elsewhere without permission on the basis of the argument of 'fair use'. It isn't fair use, it's infringing on their copyright.
As for news, news cannot be copyrighted as it relates to established facts, not ideas. Copyright is all about ideas.

This is also not true. Anything you write here, or upload by way of a photograph, for example, you are assigning rights to the website who publishes your words and images here on this website. You quoting someone else's words in a thread and reproducing them in the same thread, or even another thread, doesn't change the fact that the words are published on the website.
Note the above quote that I am making of your words, where it says 'Original: Glasgow', you wrote those words, I'm quoting them for relevance but they are still here published on the same website.

Fair use isn't the way around copyright laws that you seem to think it is.
News is in itself facts, not ideas so is not subject to copyright (which is concerned with ideas and creativity) but news reports, blogs and news articles are protected under copyright - which is why you see the (C) symbol at the end of the broadcast on somewhere on the newspaper.
You can quote freely here because the discussion is on the same website, but if you were to take the discussion to another website and use words published here you would be infringing copyright.
You cannot reproduce anything here from another website or publication without quoting its source, and even then you can only quote a certain amount or fragment - this is fair use.
Fair use doesn't allow you to use someone else's words or images elsewhere without their permission or quoting them.
