There is a product sold at Lowe's which is vinyl and comes in pieces about the size of Pergo (about 10" side and 4' long) which can sit directly on top of tile. There is a gorgeous one that looks like a dark hardwood floor. It's not expensive - I used it in a fairly large kitchen, and it cost only about $200 for approximately 13 x 15. It's easy to install, cuts with scissors and adheres to itself and not the floor. I installed in it less than a day. My daughter did a bathroom in an afternoon by herself.
