It'll be interesting to see if a suit will be filed, and what happens then. There is no doubt that a JP has no compulsion to marry just anyone that shows up, I work for one, and unless Louisiana is different, then... However, as has been pointed out, if there is a way to tie his refusal to some law against discrimination, then maybe they have a leg to stand on.

This is a lot more common than you think. I lived in Oklahoma for about two years and people still give dirty looks or made rude comments when they see interracial couples together down there. I made a comment to a friend who has lived there her whole life and her response to the conversation we were having is .." I'm surprised her daddy didn't grab a shotgun and go after him that's just the way it is here." After spending some time in Louisiana it's really not all that surprising that a judge refused. It happens to be more common in smaller towns.
