Clearly I don't know the whole story, but society as a whole has become a bit....miffed at the 'seniors' who are plowing into crowded areas with an increasing frequency because they couldn't see something....mistook the gas for the brake, etc. Perhaps there was something the eye clinic lady was mandated to do in response. I know lots of places are trying to enact or have enacted laws requiring more driving tests for seniors in an attempt to save crowds of people from being run over.
The other side to your situation, as I've noticed, is that some people seem to get 'less assertive' as they age. My mom is one of them. You couldn't tell her something she didn't like when I was younger without REALLY hearing about it from her. Now that she's older, she's much less aggressive/assertive. I see things that she lets people do to her and it pisses me off. Then they get to deal with me. And they usually don't like that.
In your situation, I'd probably have stepped in and told the bitch to give him his damned glasses or she'd not only lose our business, but she'd also be on the news that night explaining why she's being sued for denying someone care that they'd asked for. But that's just me.
