Some form of bondage is usually good with tickling. The sense of vulnerablility that being restrained causes can make a person feel more sensitive to the tickling. Being blinfolded helps as well, because the ticklee then can't tell where he/she will be tickled next.
As far as implements go, feathers are generally only good in cartoons. Most feathers don't really tickle as much as they itch or irritate. The quill end, however can be quite effective...you can try "writing" on the soles of someone's feet or elsewhere. It should get a good reaction. You could even get something like chocolate syrup to use as "ink." Yummy. Now a WET feather (or paintbrush) can work very well, though I'd use the paintbrush, since feathers don't do well with being constantly rewetted (unless they're duck feathers). An electric toothbrush is also a fun implement.
To increase sensitivity of the skin, oil or lotion works well. The less friction there is, the more intense the sensation tends to be. Also, smooth clothing like silk or nylon can help intensify the sensation as well.
