Some of them are even so bold as to cite executive pay limitations. Others say it's because it would limit their ability to give back to the community.

Even so, some experts are saying that forcing these limitations on the receiving funds could hurt banks and the economy in the long run. Why isn't the gov't showing an ability to discern between "good banks" and "bad banks"? Even the worst investors know that they need to look at the long term viability of a company before investing, why isn't our gov't doing that before handing out our money?

Probably for the same reason that politicians have "no problem" handing out our money to foreign countries in "foreign aid" programs.
I find that particularly despicable because we know where that money really goes.

I swear, Popeye, if someone stated "I lubz to be whipped to a fare-thee-well", you'd say there were too many furriners getting aid and coming over here to do the whipping!

Or that they were illegal immigrants...

A lot of the aid and loans we give are so we can cover our own interest and get more in return. We love giving money to poor countries and countries with dictators. And the dictator makes sure our interest are taken care of. And in return we give their country money. The dictator takes about 60% for himself for his troubles. And if they don't have the money to repay it, well I'm sure there is some nice real estate we can take in lieu of money.  And that particular country not the dictator is responsible for the debt. Same as it's the American people and not the U.S. Government who owes the national debt.
