If the wiring job looks dodgy, chances are it is and that in a roof space withall that dry material is a fire waiting to happen. If the wiring is for the purpose of stealing electricity, your neighbour is not only endangering their own lives, but yours as well, as fire in a roof space spreads fast and burns down as well as up. Me what I would do is say nothing, but get in the relevant authorities starting with a registered electrician, electrical engineer or/and your electricity supplier's own workers. Get them to do a report on it, depending on the advice of the electrical people, see if you can get a fire inspector in or building standards people, (good idea, tidy your own roof space first). Get as much information as is possible to bolster your own case then have the fire hazard disconnected, if it is a fire hazard, that is a priority, your life. then take action from there. Get the wire cut short so it cannot be reconnected. The chances are, if your neighbours are stealing your electricity and their power suddenly goes off, sure as like they will be up there to see what is going on, especially if the power is being used to drive arc lights for the growing of plants, their enterprise will demand it. If you do suspect the growing of plants, a tip off in the appropriate direction for the sheer audacity of stealing from you might get their door kicked in and a visit from the fuzz. As to the costs for the electricity used, once it is proved the electricity is being stolen, the energy company should write it off as far as you are concerned. I had a situation similar in a rented property, our electricity bills were through the roof, and our phone bills, calls to places where we knew no one, Poland no less. One day I followed wires and found a wire running down to a car repair shop at the bottom of the garden. Looking over the fence I could see welding equipment being used and arc lights burning, a veritable industry going on there with a guy restoring old cars. Interesting that the electricity cable had another wire wrapped around it, that must be the telephone cable. On my side of the fence where the cable entered our wall there was an electrical switch, so I found the telephone jack and disconnected that and waited until nightfall where I knew the workshop was being used, the welding arc flashing and sounds of grinders cutting, the place lit up like a football stadium. Myself and my ex manned the switch and had tremendous fun switching it on and off at intervals all night, just hear the machines start up again and off went the power. Eventually they were looking over our fence, they knew where the power came from and it turned out to be the owner of the property we had rented, he was knowingly stealing our electricity and phone. The next day, the police and electricians were there to sort the business out and it turned out a previous tennant had ran up debts due to the unbelievably high power consumption there, we made it our duty to find all the ex tennants and let them know what was going on. Overmuch perhaps, but I am a scorpio, someone crosses me, I go for it big time.
