Up is a rarely a verb, most often an adjective, sometimes an adverb, and infrequently a preposition. In this particular case it was an adjective.
Being smart or well informed or just informed is probably going to be a prerequisite for being a smart-ass. We'll leave it as an exercise to the reader to determine what category of ass you fall into.
