what is the one thing a person could say or do that would either make you either accept or reject a collar? and vice versa?

Not really something to be said, But i do know that if there wasn't love and respect there, I never would have accepted mine form Sweets...

it wouldn't necessarily be something said or not.  it would be lots of time with that person, building trust, love, friendship, etc.  those things speak louder than words.

To accept a collar, among things that I consider most important:  consistent positive behavior (this covers a wide range of things such as being a stable, secure, functional person),over a period of time, a comfortable period of time spent together in varied situations and circumstances, shared goals, shared beliefs regarding what a relationship between us is and how it should progress.

What would have me rejecting a collar is knowing a Dom's intent was just to use the collaring as a status symbol to say he has a collared sub.

Not sure what would have me accepting a collar from someone. Much will depend if we both were suited enough for each other and I felt safe enough to want and need to wear his collar.

There has got to be an amount of mutual respect.
Master and i talked alot about plans and goals and what W/we expected from E/each other before i even accepted his collar. i am very glad i did.

Pretty much.  I never said I would submit. . . I just said that I would accept the collar.  I never said for what.

I would take a collar from my Domme (who happens that doesn't exist yet) when I feel I belong to Her fully, entirely and completely. I'm afraid it takes more than a word or deed to get to this point, for the collar is similar to a ring - it's how I see it. It has to be forever, no fulling around.
