I had thought aboutpirating in a surplus russian sub once.  Itmakes a great plot for a book or a story but its somewhat more problematic in real life. 
The tux idea is a good one though.

LOL. I got the idea from a ww2 american one I toured. have to strip it down and automate alot of things, but it could work. ;)

But that Hornblower disguise wont do you any good. You might be wearing the cocked hat, but I can still see its Seaman Stains

Come on now. it would rule to break the surface with a skull and crossbones on the subs sail. Plus, you could randomly sink ships, terror of the seas and stuff.

The problem with this as stated before is that the gunships can't be everywhere at once and 30 miles away take to long and the ships taken over.
As for the ship hitting coves on the coast, that is and asct of war and con not be done. 12 miles to the shore you are no longer in international waters and you can not just start bombing the shore of another country.

No act of war. As the pirates in an uncontrolled area...well that is what the Etheopean goverment says.
Besides that..Etheopia doesn't seem to do much about it...so I would call it selfdefense.

(ps we do blow up people on broad day light in the middle of Etheopia....I would call that a war act ;P )

Most commercial ships are running on skeleton crews to keep costs down.
There is a world of difference betwen being able to shoot and being able to handle yourself in a contact, most civilians would be a danger to themselves and each other. A few blokes with assault rifles would not have much chance against a bunch of pirates armed with rpg's and similar, many pirates are often drawn from regular forces and seem to be furnished with very accurate information about the ships they hit. I think it's best to leave it to Naval forces. The UN will be as much use as usual.

I would assume the ships are threatened with RPG's ...otherwise how can they be bordered when underway with small boats and grappling hooks. All that would be needed is a weapon with a range greater than 250meters and some training on how to use it. Not sure how practical that would be but sure cheaper than supporting an armada of war ships.
