Many years ago I worked in the credit department of a large chain of upscale women's clothing stores. Seiferts, Seiferts Plus, Mark Henri and LaVogue. We had our own company credit cards. I specifically handled bad debt accounts and the collection thereof.

If the minimum payment was $200.00 and the customer paid $ 100.00, the account became delinquent. If the customer refused to pay the remaining amount and keep it current (always paying the minimum or above) the account was closed to charges and put into collections. We also reported all activities on the accounts monthly.

When considering someone for a new account, one or two "30 days past due" within the past two years was not a big deal. But, if they were consistantly late on payments, or had ANY collections or bad debt, we declined to give them credit.

I wondered that also but, considering they live in Kansas and how backwards that locale is.........what is legal is not always common practice.

Did you gloss over the part where he failed to understand and pay according to his contractual obligations?

Seriously, he is responsible for understanding the type of cell phone agreement he has entered in to.

It's not the submissive's fault that he ran up his minutes.  Also, depending on what sort of cell phone he uses, he can check his minutes in real time on a website and know if he's in danger of using up his minutes (Verizonwireless provides this service).  Sheesh.

Boy am I glad I don't own a cell phone!
Nothing more annoying than talking to someone when their phone rings and they drop you like a hot potato!
That's when I just walk away.

I have a trac fone and it's not too bad.  No contract and I can refill as needed.  I bought a phone, on sale, that has a double minutes card included, so every time I buy minutes they are automatically doubled, plus I purchase from an on-line site that usually gives 60 extra minutes with each purchase.

Popeye, that is just bad manners, not the phone's fault.

I love my cell phone. It allows me to take care of personal business during my lunch without worrying if it will be long distance. My kids can call me no charge, as can my family members in Colorado, because we all have the same carrier. I also get a discount because our household has two phones, soon to be three, and one internet thing-a-ma-jiggy, on the same plan.

I also turn the ringer off while I am at work or in any sort of important meeting. I never answer it, or talk on it, while in a store checkout (one of my hugest pet peeves).

I don't walk around with it glued to a body part. When I am outside working, it is usually inside on the counter. The only exception is if I am expecting a really important call or if I am working a young horse and want it nearby in case of accident (ringer turned off of course). I also take it hiking, ringer turned off because they can leave a message, just in case I do something stupid and need to call for help.

It's a tool and an effective one if used properly. Sadly, many of the people using it have terrible manners.

How different is it when the landline rings ? I frequently ignore it if I am engaged any any type of conversation of merit.

Note : Talking about fishing does not qualify. I hate fishing and always have.

If I had a creditor talk to someone I wasn't married to... I would have a big problem with that.  Hell, I can't even talk for my adult son half the time and they want faxed documents to prove they legally can talk to me. 

A report of a garnishment could be faulty, but this whole situation sounds a little off.  You are clearly not living together... may be long distance(?) and they are talking to you about his accounts, credit and such... not good.
