The US tried to get NATO to agree to these installations but European NATO countries were against them so the US decided to act alone. From where I'm standing, it is the US that can't be trusted. Hopefully, a democratic President would be more honest and true to their word. Actually, I blame European governments for being prepared to go along with the US under pressure, to keep the US sweet. Its about time Europe got some backbone and told the US we don't need their regional destabilizing policies.
