I think we should justencourage the formation of "wedgie gangs." These guys could run around giving atomic wedgies to the guys who wear their pants that far down and then there would be no need for a law. Seriously, I know several cops who like the gang members dressing this way. They claim it makes foot chases shorter. It seems to be harder to run when your pants fall to yourankles. (I remember an incident I had involving an angry husband that makes me agree with that.)
