Someone who can't take care of themselves due to mental problems, or is a danger to themselves or others. Whether someone's actions qualify them to be deemed legally incompetent in their particular venue is decided by psychologists and lawyers, and ultimately the probate court in that jurisdiction.
If you post describing the actions of someone you think might need to be declared incompetent, someone here can probably advise on whether to go ahead or to drop it, but the ultimate disposition will be by the probate court. We can't say much about that.
