Hi,

I dont ever want to have too much pride in life that I miss out on valueable advice.

If any crowd can give my food for thought it is CM.   Thinking on the schoolyard monitor comment, I can see how the role could be dissed.

So yesderday I filed 2 of only 2 reports.  I wrote it up, and gave it to the mayors secretary. Alright- I photod the gang gaphitti- so that was one. The other was FYI on a travaleing steak salemen. I know they had trouble in another town...

So- I gather I am at a point where I need to grab a rules of the road book for PA for bikes.....
I see even arround town the folks are  not sure what we can and cant do.  Now to get the garb one must attend meetings...at meetings is a sign in sheet, name adrress phone.  So that is how they know anyone doing the watch is. Ild imagine the police chief gets the names....

Any advice- what YOU would or would not do is welcomed.

shoot-  4 gang members tried to rape a girl in broad daylight!      i hope the men get caught.

side note - hard to believe your little hamlet up there has gangs.

question - are you allowed to issue citizen citations or something to that effect?

personally, i wouldn't go overboard in citing every tiny little detail ...some offenses warrant a verbal warning while others (like chatting on your mobile while driving) do deserve a citation/ticket. i guess i'm saying - use your better judgement for each situation. also be prepared for your neighbors to see you differently at first until they get used to you being part of crime watch.

Do like the cops do.  Get to know the criminals.  There are times they will rat out other criminals...say rival gangs.
It isn't likely all of the time, but you're better off talking to them.  Trying to be their friend than their enemy.  You're
one guy on a bike what exactly are you going to do if one of them wants you dead?

I'd also befriend all the kids in town.  Kids grow up...they may take an interest in their neighborhood if someone shows them an example early on.  Kids are also much younger than you...if you're their friend now...you will be later on in life.

I know I'm not giving you much more advice than befriending people but that's what I see the cops do everyday on patrol and in the jail.
Let them slide on something minor.  Show them you also care about them.

We dont have gangs.  Well we like to think not.

No CW is not set up to hand out tickets. As to verbal warnings. I havent given one out yet. Some may see it as a vehicle to show pettyness... I do not.

Ok - sounds good.

I dont know what happens.  I think it is horrible that a good many femails are afraid to go out.

Towns all over NE PA are being 'taken" by the criminal element.   If things get to dangerous I suppose I can reduce down to my ward, block, street.

We have a good police chief..if anyone can help it is him.   He thinks we can stop it now- as Allentown was like Sunbury 20 years ago...

I should say volnuteer fire companies is a way of life here.  Many guys do that- it is sorta a cool guy things to do...

They are here to.  Actually many of the people in the lifestyle come out of the fire department.  I guess women like firemen?  I don't get it...then again I was a firefighter for 6 years. 
Our department is a joke, the guys are mostly jokes.  I pray we never have a fire up here on the hill, I honestly don't know if they could put it out. 
Yep, small towns that don't want to pay for staffed stations go with volunteer.  There are plenty of volunteer firefighters just so they can say....Hey everybody I'm a fireman!

LOL- yeah Gloria that was my thoughts on the fire crew. LOL.

Im am glad someone does it, but it seems it is more of a place to smoke and  drink. or an excuse to drink.

well- now that my legs are looking good maybe I could reel in a fun guy for an hour or town then put him back.... just borrow him for a bit....   ;-)

Exactly because if you ask these fine upstanding citizens to help you out with a real volunteer position in town.  They can't be bothered because they are firemen. 

Remember my parade?  I had 12 volunteer fire departments in it with their trucks.  Now how do you think I met 12 different fire departments and knew them well enough for them to join up with the parade?  Munches...hehe.

volunteerism in general is BIG here.   I admire those that do.

the Amish are romantic to look at.   but on a 90 degree day horse poops broils and simmers....making the wind icky- also not good if one just washed the car to go for a drive.....  argh

The Amish are good neighbors.  Big blood donors.  They keep to themself and dont cause trouble.  Ill tell you what -in recent years they have big bucks.  selling land in lancaster and moving up this way.  farmland bumped up in price...

The bloods were in the incident.   the cryps are here.  3 of one, 5 of the other take up residentce currenty.

We have a mixed dept. Career drivers / pump operators with volleys...  As for what I would not do with the crime watch .... Well first of all belong to it. Secondly wear the vest. Third be known to be in it... etc...

I mean Ill be brutally frank here. Your gang problem might not be bad now, however you neighborhood patrol guys will not deter them. Gangs arent a bunch of kids acting badly, they are organized criminal enterprises. They are there to make money, and if your "photographing graffiti" is not deterring them. If you ever do soemthing that deters them, to the point where it diminishes their money making potential and or gets one or more of their members busted - then you are a dead man. They will drive past as you are riding your bicycle, use your orange vest as a target, and put 40 bullets in you. Or they might just grab you, take you back to the crib and cut your eyes and tongue out - see no evil speak no evil.

To enforce the laws require authority AND power not just good intentions. You need to have the power of the gun on your hip, and they have to know that if they fuck with you that badge on youir chest mean that they have just fucked with every other local, county, state, and federal LEO in America. That still sometimes doesnt stop them from killing cops, and they wont hesitate for some bike patrol guy. The cops wont particularly care either because "you asked for it" and at best you are a civilian who goes in the book as "just another gang related killing".

If you want to play LEO, then become a reserve deputy, reserve constable, or reserve officer. Otherwise you are begging to get your ass kicked by local boys you pissed off  or to get really hurt by the gangs...  Nobody loves a fink, and all you are going to do is make enemies. For example, if one of your "reports" got me a ticket or other grief - make no mistake I would get you for it. Not to sound like Termy here, but lets suppose that you lived in my neighborhood and you filed a written report saying that you observered BrittneyLee consuming alcohol in my yard when she was 20. The local cops, who I know quite well, would tell me "Hey that Buford Pusser wannabe on the Neighborhood watch came in and said Britt was drinking. Fucking Loser! So how is ol Britt doing anyways and when ya having another party..." and nothing would come of it anyway... However, lets suppose  they had no choice because there was a written report etc so I wound up going to the JP and getting fined $100.... Congratualtions, you got me fined $100. I would then give some mexican kid $50 and you will be replacing 4 tires and all the glass in your car.  Thats me, a middle class WASP in an affluent neigborhood... Now try ratting out some gang banger....

If you want to play cop, be a cop and play ball like the cops do....

Well, you could wait for them to rape or murder a woman to get the police involved "after" the fact or you could go "pro-active."
A lot of fires happen in the early morning hours.
A lot of shootings too.

yikes.  DA

I expect I will be "told" about sloppy bike riding.   Which probaly will make me mad... the public being what it is, there is always a complainer or two. 

If I painted over someones grapitti on private property- I could get in trouble.  One has to go thru the  motions...
No one is getting fined on it.  The owner will be asked to take it down.  99.99999 % of owners will.....

so I have the exposure w/o protection is your point.   That makes sense...
