its the same everywhere and in every field Kittin. Outsourcing is about getting the lowest cost, with the idea being that if a policy is required to be adhered to, quality will not suffer. Problem being that in many fields it is employment costs which make up the bulk of the costs, so to get the contract one has to recruit those with no bargaining power in terms of wages, to produce the lowest quote for the tender, and those who have no bargaining power over their wages in the west are not likely to be the sorts of people one would like to have involved in certain fields, and not the sorts of people who are apt to follow the required policy. For example our recent embarassments with illegal immigrants working within and guarding several government departments.

Yes... I remember quangos. It's ironic that the most capitalistic of societies have made a huge lucrative business out of something they used to shun socialist countries for.

The government, for the sake of cheapness, has contracted out much of its extremely heavy bureaucracy to outside agencies who aren't as competent as they should be, to say the least, and who hire badly trained staff. That's a problem.

If these are, say IT subcontractors, then they're pulling in 80 - 120k/year. I can understand on some levels why a Bank, say, doesn't want to have a lot of Application Developers on staff. They hire them in, just like the coffee service.

I *can't* understand why the State Department would want to subcontract out... Well, I understand the "By Spending Money, We Prove Ourselves Worthy Of Our Jobs" mentality of Gov't Employees, and I understand how Companies see the Gov't as a huge teat to suckle on... ( Look at the way GE & Westinghouse have managed to take money our of your treasury? **AND** the Gov't is trying to get AT&T out of cutting YOU a $100.000 check!

But from a "Security" POV? Of course, they would have signed, even subcontractors, Contractual Obligations ( if not Legal Obligations...

On reflection, if the US Attorneys weren't all Crazy Religious Fanatics more worried about Eliot Spitzers hookers than what we would all consider "Real" crimes....

Think about it... If THE 3 PEOPLE RUNNING FOR PRESIDENT aren't safe from being Unlawfully Spied on, how can any of us pretend to have *ANY* of what were once considered "Constitutional Protections"...

We Are Property Of The US Gov't. Get used to being a Gov't Slave, I guess....

Fargy - I agree with you. I find the privatisation of government services wrong. It's a government service; the government should provide the service.

When you buy a brand name, you expect to have the brand name, right  ?

I mean, duh?! We've been had.
