During the Congressional inquiry on this method and others, many witnesses said torture was unreliable in getting accurate information.  Interigators stated that other non violate methods got information worked faster and information was more reliable.

Why haven't they been arrested?

Why are they above the law, but you can get busted for having an expired inspection sticker on your car?

That article says 3 of which one was Kahlid Sheikh Mohammed (which may well be a real world example of the ticking time bomb example).
And ABC is not exactly a bastion of conservative thought and backing.
