Its good to know I live in a city where there must be no crime occurring so its time to create new laws to enforce. I now know why the City Council keeps trying to raise taxes for more police - they need to hire more ball checkers!

Companies hiring illegal workers have no fear - we're after the problems having a real impact on the City and the quality of life - Dog Balls!

Back in NYC I had Rudy who got rid of the squeegee  people, the homeless and porn shops on 42nd Street. (2 good out of three is not bad for a politician). I compare that to Tony and his new 'ball & ovary' law and boy - how great is it that marijuana is legal here! Obviously the Mayor and the City Council have 'prescriptions'.

Unwanted domestic pets are a major problem in many urban centers. Bylaws requiring responsible ownership are hardly frivolous or new.

To portray such a bylaw as some sort of stoned fascination with borderline bestiality is disingenuous.

What precisely is the point of your misleading thread title anyway?

What to you mean? The law is on the books how else can, and will, it be enforced? Someone has to check who currently must not have anything better to do.

The problem isn't "Unwanted domestic pets". The problem is people not having a pragmatic attitude about killing the ones which are abandoned. That would be a much quicker solution, not require a new law, and subsequently new law enforcement; requiring the existing law enforcement resources to be spread thinner.

What about the title mislead or misrepresented exactly what occurred?

I read about this in the Times.

I think the whole thing is brilliant from a revenue standpoint.

Just imagine an entire division of Animal Control like meter maids, driving up and down the streets, peeking in backyards with their ticket books in hand. Where will they stick the ticket, anyway?

And on that note, I can't wait to see the job qualifications for this one!

Of course it doesn't mean they will go door to door checking dog balls. Thats one misleading part of the title and the post. That and your typification of enforcement as some sort of  prurient interest on the part of politicians.

Such bylaws don't need active enforcement to be useful.

This law allows them to force owners who's pets end up at the pound to have them sterilised, to require pet shops do the right thing or when they find those notorious pet collector houses with dozens of diseased animals they can require the owners to have them fixed. Euthanising animals enmasse is the sad by product of irresponsible pet ownership, especially the failure to spay ant neuter. A pragmatic attitude to euthanasia is no replacements for proper care and responsibility.

Prurient interest? The title inferred that the politicians lusted after dog balls? I don't know them well enough to make that assertion, but by no means was it intended. Sorry you took it that way.

To be clear - I think the LA politicians should address more important matters than paying attention to and implementing dog castration. Were there no rapes, murders, break ins, occurring, were there no outcry for more police, were there no other issues facing the city of LA they could pass laws, and enforce them, requiring dogs to wear diapers for that matter. 

Clear enough?

But consider the cost of retraining police officers in the proper veterinary procedures to determine the presence or lack of dog balls.

Consider the cost of re-outfitting every mobile crime lab with proper scientific equipment to determine dog balls.

Unwanted dogs form feral packs, attacking children. Instead of requiring sterilization unless you are a breeder, which does not mean raising pit bulls for dog fights, would you prefer to hire more animal control people? People who must shoot feral animals that have attacked people? It's cheaper to demand people sterilize their animals than it is to have pounds and shelters and to euthanize these unwanted animals that cannot be retrained to be safe.

Marvellous, look forward to seeing the results on you tube..........hundreds of dogs lined up against the wall, standing on their back legs and having their bollocks tapped with a spoon by American police.

It's sad when a law has to be passed for people to do the responsible thing in the first place.

What is so "sacred" about an un-sterilized pet? A female that has not been spayed is miserable when she's in heat (and makes everyone around her miserable). My cat, who was spayed at 6 months, lived a long and happy life; she never "missed" her ovaries, and she didn't keep trying to get outside. (Indoor cats, BTW, live longer, healthier lives than their outdoor cousins.)

This law, like the seatbelt law, is not going to be micro-enforced. It will just be another citation added when the animal is picked up by Animal Control after its owners let it get loose.

I think it is irresponsible to leave pets (or not pets) able to procreate.  I think pet owners as part of the licensing should be forced to pay higher licensing fees if they cannot provide a vet certificate that Mitts or Rover was fixed.

On the other hand, asking a police officer to run around and check whether a dog has balls or not seems rather silly in a world that somebody actually sells neuticles in order to protect the fragile male ego of a neutered dog.

Animal control costs most cities millions of dollars every year and is a sign, in my view, of our pointed lack of civility. I mean, we can't even control our domesticated animal population. Think about what that really says about us as a society.

Anyone that opposes such a humane, minimalist approach to the treatment of animals simply has no common sense.

Spaying and Neutering pets is a good thing for the most part and I agree with it. I can understand it being mandatory if you adopt a pet from the pound, and have no problem with that, both my dogs are adoptees and fixed as is my cat. I do have a problem where you pay 600$ and up for a dog with papers and it is mandatory that you fix them. I looked at an italian greyhound pup the other day, $1200, beautiful conformation, excellent coloration, potentially a show dog, potentially a dog that could be bred to improve the breed, under a blanket law like that, it would be fixed. Now anyone can get a breeders license and bypass that rule, but we already have puppy mills turning out dogs with hereditary diseases and problems, why encourage it?

That kind of law isn't going to do much more than what is already being done with responsible owners already fixing their pets that they are not going to breed, and irresponsible ones letting them wander and breed. People already get tickets and fines for loose animals, I doubt getting one for not fixing the animal is going to make much difference. Cops have better things to do than check for balls or ovaries.
