I think it means "doesn't follow" or something like that.

For example I saw in Yahoo news today the headlines; "rape used as "weapon" in Kenya" and "gunfights in Timor."
Now, if someone were to quote those issues and then say that "it's the fault of the U.S. for not doing anything about it", that would be a non sequitur.
