NEW YORK (Reuters) - Time Warner Cable Inc said on Wednesday it is planning a trial to bill high-speed Internet subscribers based on their amount of usage rather than a flat fee, the standard industry practice. The second largest U.S. cable operator said it will test consumption-based billing with subscribers in Beaumont, Texas later this year as a part of a strategy to help reduce congestion of its network by a minority of consumers who pay the same monthly fee as light users. pfft nothing new...rogers/comcast already have limits on transfer amount depending on what type of package you have. VIP with rogers is the highest and gets 100gb limit of transfer...you go over that you pay extra. they also cap your upload speeds. their idea may be different...but its nothing new...

Damn, Time Warner, they have a virtual monopoly over here, so finding other options is damn near impossible. Every Net provider I contacted either didn't service my area or was contected to TW. There is no other cable provider and many places forbid satellites, and I even had to switch my phone to TW! Them damn money hungry fucks.
