The American Government funded a study to determine why the head of the penis is larger than the shaft. After spending 3 months and $20,000 they determined it was for the man's pleasure.
The Swedish Government, viewing themselves as experts in this area, decided to perform their own study. After spending 6 months and $40,000 they determined it was for the woman's pleasure.
The Canadian Government, not wanting to miss out on any of the action, spent $19.95 and a weekend. They determined it was so the hand wouldn't come off and hit the guy in the head.
