Sounds to me like he let you know it wouldn't be required, or "expected" of you. Not requiring it and not wanting it are two whole different cheesecakes.

Same way you believe him when you say, "Once I'm tied up, no canes because that's too intense for me". I mean, if he's a lying, egg sucking creep, he will do it anyway.

This is a trust issue, you need to build up sufficient trust to play within your limits if you're playing privately. If you don't have that trust because you do not yet know him well enough, I suggest finding a public venue to play in. And asking someone there to keep an eye on what he's doing in case it looks like he's overstepping agreed upon limits.

The way you phrased it, I would've responded that sex doesn't have to occur, and I might masturbate then/later but if you're not comfortable with it, no sex with you at the time. Make sense?
For other people, it may be that he considers naked play time not necessarily sexual and would just enjoy the naked play time. For yet more he could just be lying to get you naked and tied up.
He's probably the best person to ask on the subject.
