here they essentially do the same thing. they attract less advantaged/educated kids from the poorer districts with education packages, promises of a great future and gi joe here we go mentality.
as far as funding goes the cia funded them to fight russia and created them. Thats the problem with mercernary groups aka private armies. aka blackwater.
