Waterboarding is a controlled drowning that, in the American model, occurs under the watch of a doctor, a psychologist, an interrogator and a trained strap-in/strap-out team. It does not simulate drowning, as the lungs are actually filling with water.

Yes it is torture.
And in the case of Khalid Sheikh Mohammed and his ilk, they should not have wasted their time with this method, but rather stuck his head in a toilet, preferably on that had not been flushed in a few years, and let him experienc genuine drowning.
