To answer your question, yes, it is common not to receive a reply. I don't know why, but that's the way it is. If they don't have the courtesy to reply, do you really want to talk to them anyway?
Sometimes things do go wrong, though. You email might have gone into the bulk folder, sometimes it doesn't get to the person at all, and sometimes the person has simply not had the time to reply to all their mail.
Either way, if they want to talk to you they will, if not, chalk it up to bad manners, mislaid email, whatever, and move on to someone who does respond.
