Not surprising to me. Ron Paul is the most adamant of all the Republican candidates about ending the war and bringing the Army home. Since the number of African Americans in the services tends to be dis-proportionally high it's easy to see why he would appeal to black voters. All mothers want their sons and daughters home and safe regardless of race.

I also wonder whether it might be his opposition to the war on drugs. African-Americans are overwhelmingly targeted (and in jail) for drug crimes. Perhaps Paul's opposition to all federal drug laws (he views them as unconstituional since it is not an "enumerated power" given to the federal government) gets him some of this support.
