Perhaps you can find other links, links to resolutions against something that supposedly does not exist. Of course these resolutions may have stalled the process, or they could just be a red herring. Our elected officials trying to look good voting against it.

But it is true the they want to start something like the EU here. Of that there is no doubt. All they have to do is install the proper governments in Venezuela and Cuba and wherever, and we got us a continent.
