I had a friend in college who I thought had obsessive-compulsive disorder, because she carried in her purse these tissue toilet seat covers, that she used to cover toilet seats in public restrooms, and thus supposedly avoid many germs. But years later, having seen many more public rest-rooms, I don't think she was actually that nutty for doing it. If it's really really bad, I usually mention it to the desk clerk, or hostess (or whoever I think can do something about it), at a place of business. It is kind of inconsistent and a little shocking (to me) when a place is an otherwise very nice and clean facility, that this is allowed to happen. - Susan
