I've seen this with horses before. Most people simply don't have the space or resources to take care of a horse, so the stable sets up a "time share" type of thing with the horse living full time at the stable, but you take care of him on certain days of the week - and you really have him on those days, from mucking the stall to feeding and exercise. This doggy one, though, sounds more like a rental when it is convenient for the person. It is still better, though, than people buying a dog that is unsuitable for them and their lifestyle and then sending it to a shelter and likely its death.
