To you and the OP, I'm SURE there was a reason given, and I bet it didn't say too much fur for you, and am still wondering what the OP's reason was, since they are not sharing.  Photo review is a thankless job, and they have hundreds upon hundreds of photos submitted every day, and just a handful of people that will approve/reject the photos on the TOS and site guidelines, without trying to put the reviewers opinions in it.  It's easy to grouse and complain, but again, if you use a photo that does not violate the reason you were given, there is a good chance you will get your pic reviewed and therefore keep the reviewers' time productive.

They must be busy, mine finally was approved but it
took a bit over a week.
As for it being approved, I think it depends on the re-viewer,
but can't say for sure as I have never tried putting up something that
I would wonder about being approved.
If you get a message stating it wasn't approved, you will have 
to submit something different and try and be patient, which isn't easy!

well whatever you don't STEAL one. someone who used my photo here and was stopped, now put my same photos on a yahoo adult profile. I had no idea I was really a 29 year old lesbian named Tina from St. Louis, but people keep telling me about it.

Part of what you are saying is correct, but every picture reviewer's pics are scanned by someone else afterwards, even the head reviewers get reviewed(sometimes it takes a little time for that to happen).  Yes, it is possible to not see someone's mistake, but as I said, those two that are not sharing the reasons they were given I'm sure could shed light on the situation if they chose to. The best idea is the one you gave, to be safe and not put up anything that might be found to go against guidelines.  Those pics can always be saved for future possible correspondence with someone.
